Overview
The Start-up Visa Program grants permanent residence to entrepreneurs whose business is supported by a designated venture capital fund, angel investor group or business incubator. Up to five founders can qualify on one business, and each needs a letter of support.
What you need
- A qualifying business with the required ownership and voting structure
- A letter of support from a designated organisation
- CLB 5 in English or French across all four abilities
- Sufficient settlement funds for your family size
How the process runs

Build the venture
Prepare a pitch deck, market validation and a Canadian incorporation plan.

Secure designation
Pitch designated incubators, angel groups or VC funds to obtain a letter of support.

Optional work permit
Apply for a temporary work permit to start operating while PR is processed.

Apply for PR
Submit the permanent residence application with the commitment certificate.
